[dsg-svt] SVT nitrogen purging system

We are planning to work tomorrow morning during the restricted access on 
improvements to the SVT cooling system. These improvements would also 
need some modifications to the purging system. We would need to install 
2 more MFCs to replace the rotameter and separate the SVT and the 
scattering chamber lines. These MFCs would need to be added to the CSS.
