[dsg-svt] SVT Hardware Interlock Mya Archiver signals

The SVT Hardware Interlock EPICS PV's are now available via Mya Archiver. 

Datalogging started on 3-20-2018 @ 13:00.

The group name is HB_SVT. This group also has the inhibit signals.
