[dsg-svt] Update of SVTINTERLOCKS computer

Next week the SVTINTERLOCKS computer will be removed from the counting house and be updated and converted into a standard Jlab que machine. 



The SVT hardware interlock system and the EPICS user interface will continue to function normally during this upgrade. 





During the summer shutdown, we'll also update the software on the cRio. For a few minutes during the upgrade, the system will be placed in override mode during the reboot of the cRio.
