[dsg-svt] SVT R4's location in EEL 124

I don't see any issues either, at worst might have to play Tetris with some tables.

SVT can use the area marked Empty Space #2 in Tyler's sketch for R4 work?
It sort of already is anyway with the 8-module test stand.

I think Tyler's original email was basically trying to get all of the SVT parts out of the GEM area so their work wouldn't be delayed any; not that the SVT was going to lose the space it has now.

Just wanted Yuri to be involved with the R4 cart relocation; either doing it himself or letting us know where he'd like to move it.
