[dsg-svt] Dew point calculation

Peter,

The RH are all positive now. There were no negative RH in the examples 
below (mine and Brian's).

The temperature difference is more useful for the software interlocks as 
we interlock on it.

It seems there is an issue of using the wrong PV in the formula, Nathan 
is going to check.
