[dsg-svt] R3 Top HV Current

Hi Yuri,
It was noticed that the HV current has gone up for R3T to nearly R1 levels. This layer has always performed worse than expected given its position (> R2 & < R1, whereas for the other regions top and bottom are similar).
- Have there been any conclusions on why R3T is so high? (less cooling? being close to faraday cage? something else?)
- Has anything changed recently that caused it to get worse?
Attached are plots from the end of the Winter 2018 run and the beginning of the Spring 2019 run.
