[dsg-svt] [New Logentry] Logbook Certificate Updated for svt Account

The certificate used for making logbook entries with the svt account has been reissued (it was due to expire before Jan was over, now expire in 2021) and installed for the clasrun account on the clon machines when using the elog Java program.

Let me know if there's any issues with posting the automated gain scan results.
