[dsg-svt] [New Logentry] SVT Hardware Interlocks

The SVT was powered off due to the temperature of the HTSB for R3, earlier this morning the threshold was set to -19 C (as of this logentry the temperature is at -18.8 C), it has since been lowered (I'm assuming by Yuri?) to -20 C. This interlock shuts off power to the chiller (which is why there were pressure alarms) and crate level interlocks on the MPODs (LV & HV). Everything appears to have worked as expected, it just seems like that threshold was a little to tight after the coolant temperature was lowered again.

Note that the deadband for this PV is 0.5 C, so it could have very well gone to < -19 C and not have been saved by Mya.
