[dsg-hallb_svt] Critical Vulnerability on a pdu

It has been upgraded to the latest firmware which says it addressed the vulnerabilities listed by the CC.

If it would affect the power on the SVT cart, please contact Mohammad first, they are doing the RTPC tests in the solenoid today.
