[dsg-hallb_svt] [New Logentry] SVT Hardware Interlock cRIO Replaced

The controller/chassis was replaced with a new unit. Needed to have Sergey update the network settings so DHCP would work so hostname remains the same: hb-crio-svt

Old was a cRIO-9035, new one is a cRIO-9045; which is the only change made to the LabVIEW project (done manually with a text editor) aside from recompiling/building the RT app and deploying.

Since the cRIO was brand new it needed to have software installed as well. Firmware is 8.0.0, base image is 2022 Q3, with the programming environment set to LabVIEW 2019 (to match current project).
