Since I couldn't ping the cRIO (hb-crio-svt.jlab.org) figured it just needed to be power cycled. Yuri and I accessed the hall to investigate.

Found that the power LED was slowly blinking green, which isn't even in the manual as something it can do (only has solid on or off as patterns: https://www.ni.com/docs/en-US/bundle/crio-9035-feature/page/power-led-in... ).

Both power supplies (24 & 5 VDC) had their respective DC OK indicators on.

Unplugging the power at the connector on the cRIO didn't work, measuring the voltage on that same connector showed the expected 24 VDC.

Moving the power input to the V2 pin instead of V1 resulted in the power LED blinking yellow at the same slow rate as the green one was. Moving the power input back to V1 pin showed same blinking power LED.

Measuring power at the terminal blocks while the cRIO was plugged up also showed the expected 24 VDC.

Unplugging and plugging up the AC power at the back of the chassis had no effect either.

Going to assume there is some hardware fault with the cRIO and setup a spare cRIOs to replace it.
