[Dsg-hallc_controls] Hall C PLC tasks weekly report

Greetings, 

The HMS vacuum gauge is completed both hardware and software. 
The HMS and SHMS shutter status and controls are completed, both hardware and software. 
The code for the rotation brakes is completed, now waiting on the electric motor with brakes to arrive and be installed. 
A PR for the HMS upgraded modules has been submitted.
