[Dsg-hallc_controls] Current regulation loop

Ps.

The current regulation routine needs to be a self contained routine that 
is started/stopped by the operator, or stopped by a system problem such 
as a PSU interlock. The I_Target & I_MOL values need to be copied to the 
routine when the routine is started as the values could change at anytime.
