[Dsg-hallc_controls] Hall C development subnet IP for DSG's NBX 435 module

Hello Brad, 

DSG has a 435 NBX module that would allow a PLC to talk to serial instrumentation over the network. 

We want to use this module with DSG's test station PLC to test routines we've developed for serial communication to the magnets' power supplies. 

Could you assign the 435 NBX module an IP on the Hall C development (129.57.195.###) subnet? 

The module's MAC address is 00-03-F4-09-34-19 and it should have the hostname dsg-435nbx.jlab.org.
