[Dsg-hallc_controls] New NMR unit

I've yet to hear back from the magnet measurement group on testing with a magnet higher than 1T.

So I can't test much since the probe never gets a lock.

If you want to install the probe and NMR in Hall C we can test the tags/communication but without actually doing any actions, basically just read the field.

Since we know we can power cycle the unit remotely I think there is at least a fall back if communication proves unreliable, but I've maintained a connection/communication for at least a week continuously without any problems.
