[Dsg-hallc_controls] Halll C small UPS relay card interface received

Hello, 

I received the UPS relay card today that will allow monitoring of Hall C's small UPS. 

We will investigate how to install the UPS and what will be needed to allow either a digital input or analog input PLC module to monitor the UPS status from the relay card.

I've submitted PR 377551P for the UPS relay card. A link to PR is below. CDW-G's site said it usually ships in 1-3 business days, so I expect the card will arrive at JLab early next week.

For the small UPS for Hall C's SHMS PLC controllers, HMS PLC controllers, and HMS I/O Chassis, we will need to use a UPS management card accessory from APC to be able to monitor the UPS's status. 

The card that would work best for our applications is the AP9613 Dry Contact I/O SmartSlot Card. Attached is the manual for the card. 

The AP9613 gives six relay outputs that can be set to indicate UPS on battery, UPS battery low, UPS battery needs replacing, UPS overload, or an internal fault Boolean summary. 

The AP9613 also gives four inputs that allow users to remotely turn UPS on/off or initiate a self-test. 

The card is available as a punch-out order from CDW-G through JLab's stockroom for $223.43 (link to CDW-G site: https://www.cdwg.com/product/Schneider-Dry-Contact-I-O-SmartSlot-Card-UPS-management-module/2944677?pfm=srh#PO ). 

Please let us know if the AP9613 card is acceptable. If it is, I can submit the PR today.
