[Dsg-hallc_controls] GitHub repository and folder created to store PLC programs

Hello , 

A new GitHub repository has been created to store and keep the progress of the HMS and SHMS PLC codes updated. 
You can find GitHub repository at : https://github.com/JeffersonLab/hallc-plc 
Four DGS members (Peter, Brian, Amanda, Tyler) have been subscribed as a collaborators. They will be able to download or upload any PLC code developed. 
Mike Fowler, Steve Lassiter or any additional interested member that wants to be added to this new hallc-plc GitHub repository will be required to provide me their GitHub user names. 


Additionally, a folder named "dsg-hallc_controls" has been created in the M drive to be used in the same way as the GitHub repository.
