[Dsg-hallc_controls] PLC Resets

Since HX & Q1 were replaced on 7/13 it is a good sign they haven't had any problems since then.

Interesting that there were so many problems in April.

Work plan seems reasonable for testing the NMR. I did notice that the automatic setting of RF pulse parameters didn't work the last time the magnet was at higher field. So far I've only been able to get a lock by manually searching for the field. We'll know more when we can ramp the magnet ourselves.

(approx) fields I'd like to try:
1.1 (near min value for probe)
1.2 (min field I've seen it get a lock)
1.6 (highest I've seen it automatically get a lock)
1.8 (highest I've manually gotten a lock)
Max field
Any missing fields/gaps on existing probes
