[Dsg-hallc_controls] HMS code updated

Hello, 

The HMS PLC code has been updated to version ##-21B. The changes incorporate additional ASCII commands to poll the PSU's internal status. This was done for all quads and the Dipole for the HMS. 

May eventual add the commands to the SHMS's code.
