[Dsg-hallc_controls] Epics tags not updating

We found a setting that needs to be changed for the HMS PLC in the KEPServerEX 6 software that is being used to send the EPICS PVs to the PLC, unfortunately when we tried to change the value either it wouldn't take or the server wouldn't start back up after we thought we changed it.

Rebooting skylla7 took 20+ minutes and still didn't fix the problem.

We'll try downgrading (Steve found an article that suggests that might fix the problem) the controller firmware to 20.55 tomorrow since Mike is out on leave and might not be able to reply.

However, the long-term fix will be to run the latest firmware and either fix KEPServerEX or replace it with something else: An EPICS softIOC running on one of the existing Hall C servers along with archiving via Mya would be a much better supported solution for the future as multiple people would be able to work on it and/or it is supported site-wide, not even taking into account the costs.
