[Dsg-hallc_controls] End of life reminder for Hall C Skylla7 Computer

Hello,

The Hall C Skylla7 computer has a critical function as a PLC controls server.

This Windows 7 server will no longer be supported by JLab Computer Center after 2019.
All Jlab computers running Windows 7 after the January 2020 end of life date will be blocked from the network.<https://cc.jlab.org/>

DSG recommends the replacement of this computer with a new Windows 10 server.
