[Dsg-hallc_controls] SHV Adapter for CAEN A7030TN HV Module

I contacted Radiall after our earlier email to find suppliers for the
necessary components, and followed up with the 5--6 vendors they
recommended.  I'm still waiting on the majority of them to reply
though.

In the long run, we'll need to make our own cables with the Radiall
connectors for the full NPS setup, but I do agree, for testing it may be
best to just buy a single breakout unit from CAEN.
