[Dsg-hallc_epics] New HV mainframe and some Hall C EPICS info

I talked to Brad.  Our new CAEN HV mainframe and modules have been 
delivered.  He will arrange for it to be delivered to the DSG lab.

All of our SoftIOC software is under ~cvxwrks/EpicsLL.  One of the 
applications, apps/Alias4527App, is what you will to to emulate in order 
to supplement the SY4527 built in EPICS so that the signal names will 
match what we have for the older mainframes.

apps/CaenHVApp is the code for the older CAEN mainframes.  That runs on 
PPC VME boards and communicates with the mainframes over CaenNet.

As for HV alarms, our ALH alarm configuation file is 
~cvxwrks/alarm_handler/HallC.alhConfig.  You will see in that file that 
it has the lines

INCLUDE HALL_C /home/cvxwrks/EpicsHL/HV/shms_all/HV.alhConfig
INCLUDE HALL_C /home/cvxwrks/EpicsHL/HV/hms_all/HV.alhConfig

These files are created by the perl script hv_map.perl, the same script 
that generates the channel map text files we were discussing today. 
That script could be used as is if you don't want to rewrite it in python.
