[Dsg-hallc_epics] new start up script for Hall C HV CSS screens

In your DEV_go_hallc-hv I replace the workspace= line with
workspace=$EPICSHL/HV/CSS
What you could do is use this, but fallback to $DIR/HV_share/CSS if
$EPICSHL is undefined or $EPICSHL/HV/CSS doesn't exist. (So that the
script will work for your testing.)
For backup files, could you right them to $EPICSHL/HV/backups. Again if
the env variable or directory don't exist, you can fall back to writing
the backup to where you do now. (Which will bin in the /tmp directory.)
