[Dsg-hallc_epics] New HV mainframe and some Hall C EPICS info

Hi Steve,

We confirmed that there is a crate level clear on the SY4527 that will reset interlocks on all the cards installed (there is also a card level clear).

Also one of the modules has stopped communicating with the mainframe, we've already started the support process with CAEN. They think it is a communication path problem (since LEDs on the card indicate it is okay) and have forwarded the issue to the local distributor. Fortunately the card is under warranty so there shouldn't be any issues getting it fixed.
