[Dsg-hallc_epics] New HV mainframe and some Hall C EPICS info

That card (S/N 62) has been sent off to CAEN for evaluation/repair.

Marc has also found 2 more cards (S/N 64 & 73) that have problems. Both of them indicate they are outputting voltage (via the VMon parameter), but they're not actually outputting anything.

I suspect there might be a problem with the ground connection as the switch that controls the ground of the SHV connectors doesn't seem to work on those cards, but I'm waiting for a response from CAEN again.
