[Dsg-halld_plc] PXI Controller

The spare/replacement PXI controller PR has been submitted: https://misportal.jlab.org/reqs/pr/viewPr.do?prNum=374725 with the plan to use the existing SSD & memory from the current controller.

In regards to troubleshooting the current one; NI won't be very helpful as there isn't any additional logs/information I can give them past the console output that they already have.

Since the PXI is working now so their only suggestion so far has been to format the controller and reinstall the base NI software, which obviously can't be done while the magnet is powered.

So as it stands I think we'll just leave everything as-is until the spring run is over with.
