[Dsg-halld_plc] Hall D Controls meeting 11-15-18

as always good minutes amanda. 
hope you are posting the minutes on the dsg website. 
a few years ago my boss motivated me, when i was getting disheartened keeping minutes, with the saying "verba volant scripta manent", which is now the dsg logo for the weekly reports. 
she judiciously left out the third part of that saying.
