The link to our "OSP for Testing Electronic Instrumentations" is at the
bottom of the HDice web page,

For IBC pump cart related work, please refer to the "Inbeam Cryostat"
manual, which can be reached either through the OSP document or directly on
the HDice web page.

As called out in the IBC manual, before working on the pump cart you &/or
other DSG staff need to consult with knowledgeable HDice staff. Basically,
you need to talk to Mike Lowry to review the operations you will perform
during testing. On the one hand, you need power to the cart to test
functionality of the real time controller. But at the same time, we need to
ensure that the pumps and valves are in the right state to avoid damage.
