[dsg-hdice] DSG support of HDice

The installation and test of Rack #1 (with synchronization) was 
completed by DSG on July 17th in the HDice lab.

As requested, new features have been implemented by DSG since 
installation such as NMR cycle field averaging. The addition of averaged 
values to the stored data files has also been completed.

Amanda mentioned that HDice is planning on testing rack #1 next week.

I'll be away from the lab until 9/11. Throughout the upcoming tests, 
Amanda / DSG will continue to support HDice.
