[dsg-hdice] today's meeting canceled, bi-weekly DSG-HDice meetings moving to as needed

Hi Xiangdong,

We are going to cancel today's DSG-HDice meeting.

Also, since the UITF run is ongoing and there is not much to report on any ongoing fsNMR development, we will move the HDice meetings from being "regular bi-weekly meetings" to "as-needed".

If anything comes up that HDice or DSG need to discuss, we can schedule the meeting at that time.
