[dsg-hdice] fsNMR program broken when using background files

Hi Tyler,

Yes, use the overall maximum value for the background scaling.  I forgot
to mention that.  If you are ready now, we can log off the NMR PC so you
can check it out.  Let me know when you would like to start.
