[E12-11-009-collab] C-GEN draft charter -- Review for comments (due Jan 28, 2015)

Dear C-GEN (E12-11-009, GEn) Collaborators,

As discussed in prior Collaboration meetings, the spokespeople have
drafted a charter for our group.  Its principle goal is to outline a
basic structure for our Collaboration, lay out some areas of
responsibility for management and Institutional areas of responsibility,
and define some basic governance mechanisms.  Hopefully nothing
controversial -- it is really intended to reflect the way we have
typically managed such collaborations in the past.  Drafts have been up
on the wiki for a while, but the final version is now online here:

Please review the document and send me any suggestions/comments 
  * before Jan 28, 2015 *.

Note that the current 'Collaboration List' has been extracted from this
(updated) mailing list and is included as Appendix 1 in the above
document.
  * Please take a look at the "Institutional Representative" associated
  * with your institution and let me know if it should be changed.

I'm also happy to entertain additions or modifications to the general
collaboration list.

If all is well, then we will put the Charter to a vote.  Acceptance will
require 2/3 majority of the submitted (non-student) votes.
