[ee] TCS update

Hello Everyone,

Since tomorrow is a holiday in Europe, instead of calling a meeting I 
just wanted to give you a brief update on recent developments. On one 
hand we have made good progress - and have nice projections from Jakub 
and Vadim. On the other hand, it seems like our proposal has fallen 
between the cracks in the new system. As you recall, we were aiming at 
submitting a run group proposal following the new format, where the 
collaboration would review the proposal and the PAC would give an 
opinion. Unfortunately, since this is a new procedure, there was no 
procedure in place to conduct a formal review.  Thus, it seems that the 
best path forward is to submit a comprehensive letter of intent to the 
PAC. This will receive both theory and technical comments from the lab 
and then a comment from the PAC, which should provide a guide for the 
future proposal review. It will also leave the option open to ask for 
additional beam time. Clearly, this would be beneficial, but we would 
need to make a detailed evaluation of the additional benefit of 
extending the data taking from 60 to 90, or 120 days (as in CLAS12). 
Hopefully there will soon be a slightly revised version of the proposal 
reworked into a letter of intent ready for circulation.
