[ee] SoLID TCS, a run group proposal

Dear collaborators

We are submitting a proposal to measure Timelike Compton Scattering(TCS) 
at SoLID to PAC43

It is planned as a run group proposal to the approval SoLID JPsi 
experiment E12-12-006.
If approved, it will be the first SoLID experiment to study GPD.
