[ee] tentative wiki page

Hi Alexandre,

My thought was to keep the physics topics generic and then have a list of specific experiments. Each topic can then have some common parts as well as details for or links to specific setups. Thus, for DDVCS, it would make sense to discuss the CLAS12 and SoLID measurements in the subsection, but include any submitted proposals and LOIs on the listing below. I did not edit the current DDVCS page, which focuses on SoLID. Perhaps it would make sense to add one page in-between?
