[Eesic] iocse10 failure

Called in for failed iocse10.

Found ioc boot parameters were erased.  This is caused bad a failed battery
on the CPU board.  Replaced battery.  Reloaded boot parameters.  Power
cycled the vme crate to insure that the boot parameters stayed.  Had a
little hiccup because most of the Hall iocs boot from EOSFS so this is how
i configured this ioc to boot.  However iocse10 happens to be still booting
from OPSFS.  Once this was resolved the ioc booted up fine.  This ioc
should be changed to boot from EOSFS like the others to eliminate future
confusion.
