[Eesic] Hall C Cut Cables that went to girders 3H09 and 3H09B region of G0

Hey Everybody,

I have been working on Hall C Flood damage to SEE bpm electronics rack 
and Monday I found that several I&C cables have been cut.
For me the cables were for IPM3H09 and IPM3H09B, I'm assuming the other 
I&C cables in the cable tray went to that area/
girders as well.

  I also found that I have some other Hall C bpm spare cables that have 
been cut ( they are in the equipment rack
but I can not find them in the cable tray) they were for bpms 3H00A, 
3H00B, 3H00C and 3H00D these bpms existed in Hall
C experiment prior to G0. In the electronics rack those cables are 
tucked away and labeled as spare but the other ends are gone.

This is not the first time (BPM cables have been cut and pulled out of 
the cable trays).

My cut cables are not important for Hall C's next Experiment but future 
experiments may go back to old beam line
configurations and then those cut/missing cables become important and 
will have to be repulled at that time.

Here are 4 pictures showing the cut cables in the cable tray that went 
to girders 3H09 and 3H09B.
Notice that the Cable in the armor jacket PSS stuff I believe was not cut.
