[Eesic] CED vs LED/UED

I'm not sure if anyone has run into this issue but it has cost me several hours of troubleshooting...

When a PC104 is added to CED our only option is to add it to the IOCDev workspace. It should eventually be merged to the OPS workspace but it will still boot and run in IOCDev.

For whatever reason LED and UED will only allow a device to boot if it is in OPS. Once it is added to IOCDev it must me merged before it will boot. Adam verified that it is designed to work this way although he is not crazy about.
