[Eesic] On Call Hand-Off (2/13 - 2/20)

Mostly uneventful until Sunday afternoon. IOCIN2 crate 2 had two failed buffer cards (replaced by RF Guys, left 1 good spare).
Hall C lost a 480V phase causing several racks to lose power (IOCs, Vac Controls, BCM heaters....).
