You can read about the talk approval procedure from CLAS

An approval is required if 50% or more of the data in an invited talk
are from CLAS.
I assume that this is an "invited talk", and to request the approval you
can use the web page:
http://www.jlab.org/Hall-B/shifts/index.php?display=admin&task=speakers
You will fill out and submit a form, and all appropriate people
automatically will be
notified about it. In 99.9% cases the requests are approved. It usually
takes
a couple weeks to get an approval, but it can be expedited if there is a
deadline of some sort.
