[Eic-core-phys] [EXTERNAL] Critical update to CORE EMCAL parameterization

Dear CORE enthusiasts,
I have just discovered another error in our 
delphes tcl card for CORE.
Although I corrected the EMCal parameterization,
I either overlooked or introduced a major error in
the EMCal parameterization at eta>0. The noise term
N/E added it quadrature was effectively 14% rather than 2%

Please redo delphes simulations with new control card attached!!
