[Eicatjlab_admins] New BOE template for use on EIC

BNL has developed a new BOE Template that can be found here<https://brookhavenlab.sharepoint.com/:f:/r/sites/erhic-boeapril2019/eRHIC%20Basis%20of%20Estimate%20Working%20Library1/BOE%20Template?csf=1&web=1&e=VtzL56>. This should not add additional work to the CAMs/Estimators as the PCAs will put their back-up data into the template and link to the Labor and Non-Labor tabs that feed the cover page tab.

With Katherine's concurrence, could you please send this out to the JLab at EIC team.
