[Eicatjlab_admins] charge codes

Hi all,

As we start working on subprojects, since we don't yet have charge codes aligned with subprojects, please continue to charge to your "home" charge code (so whatever EIC charge code you would normally use).  This includes for working on and traveling for subproject reviews.

So for the detector readiness review, use an EIC DET charge code, etc.
