In-person attendance is strongly encouraged, as Hall's presentation will feature a model of the HRBT Tunnel Boring Machine and highlights of the cutting-edge technology and engineering challenges of this transformative project!

A licensed professional engineer in Virginia and Ohio, Hall brings nearly 30 years of experience in leadership roles with the United States Army and the Army Corps of Engineers to his current position at VDOT. In February 2023, he added the $3.9 billion HRBT Expansion Project, the largest construction project in Virginia’s history, to his district's oversight. Increasing capacity at one of the region’s most congested chokepoints by widening Interstate 64 from Hampton to Norfolk, the project includes the construction of new twin, two-lane tunnels and the rehabilitation or replacement of 25 bridges and overpasses.
