We continue to work under a continuing resolution.  Jefferson Lab is receiving 25% of the EIC funds distributed by DOE.  Insight into FY25 funding levels is anticipated in March when the executive branch typically releases their budget request.

A Guide to DOE Project Schedule

DOE projects are governed by "Critical Decision" points.  The DOE defines a Critical Decision as a "formal determination made... at a specific point during the project that allows the project to proceed to the next phase."

EIC has completed CD-0 (Dec 2019) and CD-1 (June 2021).

The EIC project is now moving towards CD-2, which will baseline (or fix) our plan for cost, scope and schedule.  After that, our progress will be measured against the baseline schedule we have agreed to.

CD-3 authorizes the start of construction (or procurement).  In some cases, the DOE will authorize long-lead procurements by using a phased mini-CD-3 review, which can take place before CD-2.  Long-lead procurements are "equipment, services and/or materials that must be procured well in advance of the need because of long delivery times. If long-lead procurements are executed prior to CD-3 approval for the project, this will be designated as CD-3A."  The EIC project completed a CD-3A review in November and is now awaiting approval to proceed with procurement activities for those items.

EIC is evaluating holding a CD-3B review in the fall to authorize additional long-lead procurements.  Although the list has not been finalized, some JLab items will likely be part of the CD-3B list.

The typical timeframe for CD gates is 1-2 years between gates to get from CD-0 to CD-3, but this can be slower when projects are funding limited (as EIC was until IRA funding came at the end of FY2022).  We continue to monitor and participate in government funding discussions in order to make informed assumptions about our future funding and help plan EIC progress.
