A message from Jim Fast, EIC Deputy Associate Project Manager

[cid:image025.png at 01DB2B75.85548B40]The project held a CD-3B and Annual Status Director’s Review at BNL October 22-24.  The review team endorsed the CD-3B package but felt that the effort towards CD-2 would likely not converge to accommodate as CD-2 approval in Q2FY26.  The project received 31 recommendations and a large number of comments - many reflecting the challenges to get to CD-2 from making technical decisions about the electron injector complex to developing plans for sub-projects and finally to developing the detailed project documentation for the baseline at CD-2.

Dr. Linda Horton, Deputy for Programs and AD for NP, Dr. Susan Stephenson, NP Research Division, and Dr. Paul Mantica, NP Facilities and Project Management Division, visited JLab Friday, October 25.  Jim and Rolf briefed them about the EIC project.  There was a healthy discussion touching on how the project is developing towards sub-projects, that “phases” are not a thing in DOE O413.3b and thoughts on timelines to CD-2 readiness.  It was clear that the DOE supports the EIC but that they are not aligned with the aggressive schedules being presented for arriving at CD-2 and CD-3.
We will be receiving the first $5M of funding for FY25 this month.  This is the full allocation under the current continuing resolution (CR) which runs through December 20.  We are all anticipating some hiccups this year with the election cycle, the need for the government to take fiscal action at the end of the calendar year and then the new administration taking over in January.  The good news is that the EIC project is sitting on a great deal of carryover from last year and will have no issues navigating this.  The challenge may be, for example, holding the Independent Project Review in January should the government go in to a shutdown (fail to pass another CR or full-year funding bill) in late December.
Just a reminder that I will be out again on medical leave November 11-25.  Katherine will again be acting on my behalf during my absence.

Quarterly All Hands Meeting Recap

At the October 10th JLab EIC All Hands Meeting, Jim Fast delivered the all-important quarterly project status presentation.  Katherine Wilson presented the safety topic, “Keeping EIC at JLab Safe from Rabies.”  And the following people received the EIC “magic mug” in recognition of their unwavering work on the EIC project:  Katherine Wilson, Phil Kessler, Chase Dubbe, Neil Wilson, Alethea Ashton, Jen Lillehei, and Christine Fragapane.
