The EIC project has just completed an Independent Project Review, a review organized by the DOE's Office of Project Assessment with external reviewers, to evaluate the project's status and plans with regard to implementing subprojects. Overall, the review went well, and the review committee provided helpful feedback to guide the direction of the project. The reviewers were supportive of the project's plan to split into subprojects, a plan which allows us to optimize technical progress with our currently limited funding. The proposed subproject plan identifies "Accelerator Storage Rings" (the Hadron Storage Ring and Electron Storage Ring, minus the interaction region/detector) as the first subproject, and proposes to baseline this subproject next summer (i.e., designs, schedules, budgets, etc. should be substantially complete). For JLab, this means scope in the ASR — for example, the magnets, cryomodule design, and cryogenics — which are located in the ESR/HSR (but not the IR) are the highest priority for design and development efforts.
The review committee also had feedback related to the Key Performance Parameters. The KPPs are essentially the "definition of done" for each subproject and represent an agreement between the DOE and the project on what will be delivered. These will of course impact the scope and deliverables for each subproject, as well as the interface boundaries between the subprojects. The project will continue to work with the DOE on optimizing the KPPs, but at a high level, this is not expected to impact our current priorities.
The review committee also recommended an additional DOE review in early 2026, to review the overall project and technical status (as opposed to this review, which focused primarily on the subproject delivery plan). Leading up to this review, each subproject is planned to have a separate readiness review to evaluate its status and plan for completion.
So, while the structure of the project is changing around us, I think the work we are actually doing has not changed much. JLab scope and responsibilities remain essentially the same. Our short-term priorities remain the same. The deliverables and timeframe remain ambitious but achievable.
As always, thanks for your effort and support on this project. The EIC will likely be the only new collider build in the world in the next few decades and will enable new understanding of the properties of atomic nuclei, and it is important that JLab will be part of this meaningful effort.

About Me: I am the Control Account Manager for the EIC tracking systems, which include Silicon Vertex Tracker (SVT) and Micro Gas Pattern Detector (MPGD). My previous experience with silicon and MPGD detectors comes from the ATLAS and CMS experiments at the Large Hadron Collider at CERN. I graduated from the Florida Institute of Technology. I enjoy painting and Indian classical dance.

[cid:image050.png at 01DC11AE.79A0B830]Joseph R. Matalevich received both his BS & MS in Mechanical Engineering from Rochester Institute of Technology. Graduate studies focused on Modeling of Fluid Networks and Numerical Design Optimization. Specific areas of technical expertise include thermal, fluid and structural analyses as well as analytical and experimental modal analysis.
Joe has worked on and lead a number of design and engineering projects at JLab and currently serves as the Mechanical Engineering Group Leader.
He gained over 15 years of practical experience working in industry on new product design and development. This included the analysis and design of equipment ranging from one-of-kind prototypes to mass-produced automated machinery. He also worked on cutting edge technologies and developing the manufacturing processes to fabricate them. His ability to generate innovative solutions to complex problems has been recognized with the issuance of ten patents to date.
Joe joined Jefferson Lab in 2009 and has worked on the design of numerous projects supporting CEBAF as well as installations at other DOE labs. His work covers many aspects of superconducting particle accelerator design including SRF cryomodules and cryogenic refrigeration, storage, and distribution systems.
His initial work at JLab included design and procurement for components on the 12Gev Upgrade cryomodules (C100). He served as the lead engineer for the C100 fabrication effort. He conducted experimental modal analyses to help understand and propose design modifications to alleviate microphonics issues with early modules. He is a SME for the C100-style tuner.
In a collaboration with Argonne National Lab Joe lead the engineering team generating a clean sheet design for the SPX cavity cryomodule. As part of the 12Gev upgrade for Hall B Joe was tasked with leading the design of the Distribution Box and Service Towers for both the solenoid and torus superconducting magnets
To help in the mid to final stages of design Joe joined the team working on the LCLS-II cryoplant design and served as Cold Systems manager. In the midst of this effort he was asked to join the task force given the mission to understand and resolve the LCLS-II shipping problem which lead to a costly beamline venting event. He collaborated with colleagues at BNL to conduct fatigue testing of the failed bellows design which caused the issue. He proposed a relatively simple and easy to implement solution that was eventually selected as the design solution to prevent further failures.
Joe lead the engineering and design effort for the bayonet box and transferline cryogenic distribution systems to support the upgrade to the refrigerator (ESR2) that serves JLab’s experimental halls A, B, & C.
More recently Joe has been working with the team helping to develop the Electron Ion Collider (EIC) at BNL. He joined the effort working on the early designs of the 591 MHz 1-cell cavity and the 197 MHz crab cavity. Joe now leads the design team developing the 591 MHz 1-cell cavity first article cryomodule.
