The EIC Project (along with other projects at the Lab) is able to support a number of staff and continue to make progress on EIC work. Given the message from Johnathon yesterday, we will wait to start any implementation of this process until we learn more about plans for future Lab operations. Our intention is to provide sufficient notice for staff to make arrangements if implementing this contingency plan is necessary, but we still hope for smooth continuity of operations at the Lab. Regardless of the current uncertainties, the EIC Project remains focused on making good progress on our designs, production, and collaborations. In the next few months, we have a series of technical design reviews and assessment reviews (including the upcoming Interaction Region Director's/Assessment Review) leading to an important DOE Independent Project Review in March. The Electron-Ion Collider (EIC) will enable exploration of how quarks and gluons combine and interact to form the protons and neutrons comprising the nuclei of every atom. By colliding high-energy beams of electrons with ions (nuclei stripped of their electron clouds), the EIC will act as an ultra-precise microscope, revealing how quarks and gluons interact and give rise to the mass and structure of the visible universe. It?s designed to answer long-standing questions about the strong force that holds nuclei ? and thus all matter ? together. Electrons and nuclei can also interact magnetically, like they are tiny bar magnets. This magnetic property of subatomic particles is called spin, and it has a direction like a bar magnet. A key feature that makes the EIC uniquely powerful is its ability to use polarized beams, where the spins of most of the electrons or ions in a particular colliding beam are pointing in the same direction. This polarization is crucial because it allows researchers to study how the internal spin of quarks and gluons contributes to the overall spin of the proton, a puzzle that has baffled physicists for decades. By precisely controlling and measuring beam polarization during collisions, scientists can separate and understand the roles of quark motion, gluon fields, and quantum effects in shaping one of nature?s most basic properties: angular momentum. Beyond its scientific breakthroughs, the EIC will drive innovation in accelerator and detector technology, data analysis, and advanced materials. It will foster collaboration among national labs, universities, and industry while training a new generation of researchers and engineers. In uncovering how matter?s fundamental ingredients behave and generate the properties of the world around us, the Electron-Ion Collider stands to transform our understanding of the universe at its most elemental level. Tests are needed to ensure proper assembly, integration with electronics, noise studies, and benchmarking against simulations. Detectors also require exposure to high-energy, charged particles. But while cosmic rays are sometimes useful, their rates are low, their energies are unknown, and data collection can take weeks. By contrast, controlled particle fluxes provide precise energies and high rates, enabling fast calibration. Enter Hall D! Here, a flux of 3.5-6 GeV electrons and positrons at kilohertz rates provides an excellent setup for testing small sample detectors. The pair spectrometer area, originally built for GlueX luminosity measurements, also provides an ideal environment for detector R&D. Jiquan earned his Ph.D. in Applied Physics from Stanford University in 2008. His dissertation was completed at SLAC National Accelerator Lab, focusing on the active high power RF pulse compression system capable of providing flat top pulse for normal conducting linacs, using a semiconductor RF switch. He designed and built such a switch as well as a few RF components in the pulse compression system and demonstrated the active pulse compression experimentally. Jiquan continued to work as a research associate at SLAC and developed an X-band 2K SRF material sample testing platform with a TE013 cavity, working with collaborators to develop novel thin film SRF materials like MgB2. In 2011 Jiquan moved to Jefferson Lab to work as a staff scientist in the SRF institute. His early work at JLab focused on CEBAF 12 GeV upgrade, especially the C100 cryomodules' waveguide HOM filter, HOM survey, and commissioning. He also worked on the development of RF windows and HOM absorbers and materials for various SRF projects. Between 2014 and 2019, Jiquan spent most of the time working on the JLEIC project, a sister project of EIC. His broad contribution to the JLEIC project included the electron injection scheme for the JLEIC electron ring using CEBAF; the study of reusing PEP-II RF system in JLEIC electron storage ring; the hadron injection complex and bunch formation scheme; the injection and extraction scheme of the circulating cooling ring and the harmonic RF kicker; the positron beam formation/injection; requirements for various RF systems in JLEIC's sub-accelerators; and RF transient beam loading study for both the electron storage ring and hadron storage ring. Jiquan started to work for the EIC project in 2020. In the beginning he was focusing on the specification of different RF sub-systems; RF transient in the electron storage ring; bunch formation in the electron injector, as well as the hadron ring. He also led the final stage of the JLEIC harmonic kicker fabrication and proof-of-principal beam test, which could be used for EIC electron injector. Since 2021, Jiquan has been leading the RF design effort for one of EIC's most challenging SRF cryomodules, the electron storage ring's cryomodule required to handle 2.5 A beam current and provide 800 kW per cavity.
