<p><span style="font-family:Aptos;color:black">I’d like to share some additional information on our evolving project organization, following up on my July 17<sup>th</sup> Accelerator Storage Rings (ASR) subproject update.</span><span style="font-family:Aptos;color:#212121"><o:p></o:p></span></p>
<p><span style="font-family:Aptos;color:black">The EIC Project Organization was established in 2020, following a partnership agreement signed by the BNL and JLab Directors. Since then, our integrated team has focused on completing the facility design and preparing
for the construction phase of the Line-Item Construction Project. As expected with a project of this scale and complexity, our organizational structure must continue to adapt as we move through the major phases of the project. We area transitioning from the
design into the construction phase organized by subprojects. </span><span style="font-family:Aptos;color:#212121"><o:p></o:p></span></p>
<p><span style="font-family:Aptos;color:black">Among the six planned subprojects<b>,</b></span><span class="apple-converted-space"><span style="font-family:Aptos;color:black"> </span></span><span style="font-family:Aptos;color:black">the</span><span class="apple-converted-space"><b><span style="font-family:Aptos;color:black"> </span></b></span><strong><span style="font-family:Aptos;color:black">ASR
subproject</span></strong><span class="apple-converted-space"><span style="font-family:Aptos;color:black"> </span></span><span style="font-family:Aptos;color:black">is the largest, with a total target cost (including contingency)</span><span class="apple-converted-space"><span style="font-family:Aptos;color:black"> </span></span><span style="font-family:Aptos;color:black">of</span><span class="apple-converted-space"><span style="font-family:Aptos;color:black"> </span></span><strong><span style="font-family:Aptos;color:black">$910M</span></strong><b><span style="font-family:Aptos;color:black">.</span></b><span class="apple-converted-space"><span style="font-family:Aptos;color:black"> </span></span><span style="font-family:Aptos;color:black">It
is also the first subproject scheduled for performance baseline and construction start approvals in FY26. Given its scale and complexity, ASR requires a</span><span class="apple-converted-space"><span style="font-family:Aptos;color:black"> </span></span><strong><span style="font-family:Aptos;color:black">dedicated
team</span></strong><span class="apple-converted-space"><span style="font-family:Aptos;color:black"> </span></span><span style="font-family:Aptos;color:black">fully focused on its planning and execution. My recent organizational announcement concerning the
ASR subproject addresses this objective. We will apply the same approach to the other subprojects as planning matures.</span><span style="font-family:Aptos;color:#212121"><o:p></o:p></span></p>
<p><strong><span style="font-family:Aptos;color:black">Luisella Lari</span></strong><b><span style="font-family:Aptos;color:black">,</span></b><span class="apple-converted-space"><span style="font-family:Aptos;color:black"> </span></span><span style="font-family:Aptos;color:black">our
EIC Project Manager, is responsible for delivery of the overall project and is the project management authority. Subproject managers will report directly to her and are accountable for the execution of their respective scopes.</span><span style="font-family:Aptos;color:#212121"><o:p></o:p></span></p>
<p><span style="font-family:Aptos;color:black">In parallel<b>,</b></span><span class="apple-converted-space"><b><span style="font-family:Aptos;color:black"> </span></b></span><strong><span style="font-family:Aptos;color:black">Sergei Nagaitsev</span></strong><span style="font-family:Aptos;color:black">,
as EIC Technical Director, is the project technical authority, providing oversight of all technical scope and responsible for the technical integrity and performance of the entire facility. His role spans all major systems—collider, injectors, interaction
regions, RF, and cryogenics—and ensures that the EIC performs as intended. This is a particularly challenging role, given EIC performance expectations and the level of integration effort required.
</span><strong><span style="font-family:Aptos;color:black">Christoph Montag</span></strong><span class="apple-converted-space"><span style="font-family:Aptos;color:black"> </span></span><span style="font-family:Aptos;color:black">continues as Sergei’s lead
for collider and electron storage ring performance, and</span><span class="apple-converted-space"><span style="font-family:Aptos;color:black"> </span></span><strong><span style="font-family:Aptos;color:black">Vadim Ptitsyn</span></strong><span class="apple-converted-space"><span style="font-family:Aptos;color:black"> </span></span><span style="font-family:Aptos;color:black">remains
the lead for hadron storage ring performance.<o:p></o:p></span></p>
<p><span style="font-family:Aptos;color:#212121">The EIC Project Manager and the EIC Technical Director are directly accountable to the Project Director.
</span><span style="font-family:Aptos;color:black">It is an integrated effort at all levels that will enable the success of individuals and the entire team.</span><span style="font-family:Aptos;color:#212121"><o:p></o:p></span></p>
<p><span style="font-family:Aptos;color:black">I am working closely with the Executive Management Team to refine our organization in preparation for construction. A key goal is to clarify</span><span class="apple-converted-space"><b><span style="font-family:Aptos;color:black"> </span></b></span><strong><span style="font-family:Aptos;color:black">roles,
responsibilities, authorities, and accountabilities</span></strong><span class="apple-converted-space"><span style="font-family:Aptos;color:black"> to support successful execution of the
</span></span><span style="font-family:Aptos;color:black">emerging subproject-based model. The resulting project organization structure will enable us to work more efficiently and effectively as we enter the next phase.</span><span style="font-family:Aptos;color:#212121"><o:p></o:p></span></p>

Management Team is working together to update the Project Organization Chart and Project Management Plan to reflect subproject roles, responsibilities and authorities, as well as our special partnership with JLAB. These roles include Subproject Managers, Subproject
Points of Contact, and System Managers, as well as others. A revision of the Project Organization Chart will be shared with the EIC Team prior to the upcoming August Independent Project Review.
